PROBLEM TO BE SOLVED: To provide a PHS system where a PHS slave unit to which one PS-ID is assigned attains communications. SOLUTION: Upon the receipt of a channel assignment request from a slave unit by a radio control circuit 28 of a master unit, a CPU 22 uses an ISDN line I/F 27 and the radio control circuit 28 to confirm an idle state of ISDN lines and an idle state of radio channels. When the idle state indicates a communication available state, the master unit informs the slave unit about the available assignment of the radio channel, sets up a communication path on the basis of the RCR STD-28 after that and transits to a communication state. In this case, the CPU 22 writes management information required to control the entire sections to a RAM 23 as a use resource management table on the basis of a communication slot. When the slave unit makes a transmission request in this state, the CPU 22 references the use resource management table of the RAM 23, uses an idle slot when the idle slot exists and controls each circuit to set up another communication.
