PROBLEM TO BE SOLVED: To provide a software group construction/generation/execution system and a method allowing even a user having no software development environment and no professional system development capability to construct a desired software program, generate an execution file, and execute, a desired operation on an aimed apparatus. SOLUTION: The directive of a client 3 is sent to the construction processing section 11 of a server 1 via a network 2, and the information of a structure serving as the model of a software group is read from a structure group database 19. A parts group database 21 storing the parts of the software group, a module group database 20, an execution resource group database 22, and a registration linkage information database 23 are connected to the construction processing section 11. The construction processing section 11 constructs the software group and the resource group required at execution from the read information, and a module generating/executing section 15 generates and executes the software group and the resource group required at execution.
