PROBLEM TO BE SOLVED: To provide a stamp forming method and device, with which a color stamp can be quickly formed. SOLUTION: In a printing head 20, respective injection needles 57, to each of which every one end of ink tubes 60A, 60B and 60C of color stamping ink is connected, are mounted through each piezoelectric element 56 to every one tip part of respective plate springs 54. By applying a predetermined voltage to every piezoelectric elements 55 fixed to the basic end parts of the respective plate springs 54, the tip part of the plate spring 54 deflects, and the needle 57 mounted at the tip part perforates the thin film layer 47 of a stamp material 6A. In succession, by applying a predetermined voltage to the piezoelectric element 56 mounted to the basic end part of the needle 57, the predetermined amount of color stamping ink is discharged in the stamp material 6A. Next, after the voltage applying to the respective piezoelectric elements 55 and 56 are put off, the needle 57 is drawn off the stamp material 6A.
