PROBLEM TO BE SOLVED: To provide a wall foundation heat insulation panel having a high thermal insulation property and allowing easy construction. SOLUTION: This wall foundation spacer 1 is constructed of furring strip parts 1A installed to an external wall material 5 and heat insulation parts 1B each made of a thermoplastic resin foaming body and arranged between the furring strip parts 1A. A thickness d1 of the furring strip part 1A is set to be thicker than a thickness d2 of the heat insulation part 1B. Because the spacer 1 is constructed of the furring strip parts 1A and the heat insulation parts 1B arranged between the furring strip parts 1A, a heat insulation loss can be reduced by equivalents of the heat insulation parts 1B in comparison with a conventional plate type furring strip made of wood as a whole. Because the thickness d1 of the furring strip part 1A is thicker than that d2 of the heat insulation part 1B (d1>d2), a clearance G is formed between the external wall material 5 and the heat insulation parts 1B for securing good ventilation in installation of the external wall material 5 to the furring strip parts 1A, and consequently, dew condensation can be prevented for preventing degradation of the furring strip, a nail, and the external wall material.
