PURPOSE: A cosmetic composition obtained by blending 5,15-diacetyl-3-benzoyllathyrol and arbutin or hydrogen peroxide in a suitable ratio and then effectively orienting a surfactant is provided. Therefore, the composition is improved in long-term preservation stability, skin absorption efficiency and usability as well as having excellent skin whitening effects. CONSTITUTION: This cosmetic composition contains: an aqueous phase(A) containing 0.001 to 50 parts by weight of one or more components selected from arbutin, hydrogen peroxide and a mixture thereof; and an oil phase(B) containing 0.001 to 10 parts by weight of 5,15-diacetyl-3-benzoyllathyrol, 5 to 60 parts by weight of oil, 5 to 50 parts by weight of wax and 0.1 to 5 parts by weight of a nonionic surfactant, wherein the ratio of the aqueous phase(A) and oil phase(B) is 0.00001 to 1.0.
