PROBLEM TO BE SOLVED: To continue a plant operation as it is without stopping the operation even after load dumping as in the case of a steam power station. SOLUTION: Outputting a PLU detecting signal by a PLU detecting means of a load dumping detecting circuit makes a controller on load dumping 30A to rapidly shut a regulating valve 18 and an intercept valve 22 as well as increasing a turbine rotational number is suppressed by throttling an opening of a boiler fuel valve 14 until the minimum specified opening so as to continue the operation. Inputting the PLU detecting signal by a low temperature reheat steam pressure control circuit 44 makes the opening of a low pressure turbine bypass valve 26 be controlled, and inputting the PLU detecting signal by a pressure control circuit in combustion chamber 45 makes the opening of a fuel valve be controlled.
