PROBLEM TO BE SOLVED: To provide a folder, capable of housing matters to be housed by dividing them, and the manufacturing method for the same. SOLUTION: The folder F1 is formed so as to have a rectangular shape and is provided with a pair of front and rear folder forming pieces 11, 12 constituted of a plastic sheet. The neighboring two sides of the folder forming pieces 11, 12 are closed so as to form closing parts 18, 18a. The side of two sides, opposed to the closing parts 18, 18a, are opened so as to form opened parts 19, 19a. A pocket unit 14 is provided on the outside surface of the folder forming piece 11 by a pocket forming piece 13 provided along the closed part 18a of the side of a short side. Both of left and right end parts of the pocket forming piece 13 are closed by the closing part 18 of the side of a long side and a closing part 16 while the pocket unit 14 is formed so as to have the shape of a bag. The closing part 16 is formed by bonding the pocket forming piece 13 to the folder forming piece 11 through fusion bonding.
