PROBLEM TO BE SOLVED: To ground the static electricity without generating the noise with the simple structure in a paper carrying part. SOLUTION: A metal rotary shaft 33 is supported by a bearing 32 provided in a plastic frame 31 at both ends thereof freely to be rotated, and several rubber carrying rollers 28 are fixed to a paper passing range of the rotary shaft 33. One end of a metal grounding conductor plate 34 having elasticity and conductivity is elastically brought in contact with the peripheral surface of the rotary shaft 33 through a static eliminating fabric 35, and the other end of the grounding conductor plate 34 is grounded to a member having conductivity inside the device.
