PROBLEM TO BE SOLVED: To provide a powder coating composition capable of obtaining a coating film which simultaneously possesses excellent external appearance, mechanical properties and weatherability. SOLUTION: The powder coating resin composition comprises (A) a polyester resin having >=50 mol% isophthalic acid or its derivative in the acid component which constitutes the resin and containing a hydroxyl group, (B) a crystalline polyurethane resin preferably having a crystallization peak temperature of 30-150 deg.C, and (C) a curing agent having reactivity with a hydroxyl group, e.g. a blocked polyisocyanate compound.
