PROBLEM TO BE SOLVED: To provide a manufacturing method for a sintered ore of high reducibility and metallization at low carbon consumption unit and the productivity is high, and to provide the sintered ore. SOLUTION: This sintered ore manufacturing method comprises a primary palletizing step of performing palletizing by mainly mixing flux and carbon in which grain size is regulated to below 3 mm substantially to sintering material, a secondary palletizing step of forming pseudo grains by covering powder- like carbon over the outer side of the palletized stuff obtained in the primary palletizing step, and a step of obtaining sintered ore in which powder iron ore is partially and preliminarily reduced by baking the pseudo particles by an endless moving grate type sintering machine.
