PURPOSE: A natural antibacterial agent containing a chitosan oligosaccharide complex obtained by adding organic acid to chitosan oligosaccharide to increase antibacterial power and then adding manganese sulfate or zinc salt to increase antioxidant power and a Scutellaria baicalensis extract is provided. The agent is useful as material for treatment and prevention of infectious disease because it is safe and does not induce resistance as well as having an antioxidant function. CONSTITUTION: A chitosan oligosaccharide complex obtained by adding organic acid selected from lactic acid, citric acid, vitamin C and malic acid to chitosan oligosaccharide having a polymerization degree of 6 or more and a molecular weight of 2,000 to 100,000 and adding 1 μMto 1mM manganese sulfate or zinc salt and a Scutellaria baicalensis extract are mixed in a ratio of 1:10 to 10:1 to produce a natural antimicrobial agent. And the chitosan oligosaccharide complex and Scutellaria baicalensis extract also are additionally added with one or more crude drug extracts selected from Lonicera japonica Thumb., Coptis chinensis Franch, Forsythia suspensa Vahl, Rhus chinensis Mill, Rhus javanica L., Allium sativum L. and Zanthoxylum Schinifolium.
