PROBLEM TO BE SOLVED: To provide a heat developing photosensitive material, an image recording method and an image forming method which realize high sensitivity, low fog, high covering power and improved preservability of silver images and silver tone after the development. SOLUTION: The heat developing photosensitive material has a layer containing at least non-photosensitive organic silver salts, photosensitive silver halides, a reducing agent which can reduce silver ions by heat, a binder, a crosslinking agent, and sensitizing dyes on a supporting body. The photosensitive material satisfies the following conditions. The conditions are (1) the molar number A [mol] and the average particle volume V [μm3] of the photosensitive silver halides and the molar number B [mol] of the non-photosensitive organic silver salts satisfy the relation of 250<=(A/B)<=1500 and (2) the amount D [mol] of the sensitizing dyes added per one mol of silver and C=(A/B)/V satisfy the relation of 4×10-3×C+5<=D×105<=8×10-3×C+5.
