PROBLEM TO BE SOLVED: To provide a vehicle speed measurement method which can be used for all vehicles without depending on the diversified form of vehicles when measuring the speed of a running vehicle and then measuring the performance of the running vehicle accordingly, and in which measuring units can be easily and surely attach and detached, and to provide a method for measuring the performance of the running vehicle using the speed measuring method. SOLUTION: A reflector 1c is attached to a wheel rim 3a of a vehicle 3 of the running vehicle, a photosensor body 1a is mounted to the lower mounting section of a suspension 6 for receiving and transmitting rays, and the rotary pulse of the wheel 3 is detected for obtaining the vehicle speed. Also, the performance of the driving wheel is measured by using this method.
