PROBLEM TO BE SOLVED: To transmit an ATC signal wave to a minimum track circuit for train control. SOLUTION: This ATC device has a track circuit state input part 22 taking in the state of the track circuit within a control target section; a track circuit state storage part 23 storing the taken-in track circuit state; a track circuit state change detection part 24 comparing a track circuit state newly taken-in by the track circuit state input part 22 with the track circuit state stored in the track circuit state storage part 23 to extract a state change of the track circuit; a track circuit information management part 21 managing information about the track circuit that is a target of train tracing; a track circuit status storage part 25 storing the state transition status of the track circuit, a travel direction of a train and an identification number of the train; a track circuit status processing part 26 and an ATC telegram generation part 27 detecting whether a train head part is present in the track circuit CT whose state change is extracted by the track circuit state change detection part 24, and generating a telegram transmitted to the train when the presence of the train head part is detected; and telegram output part 28 outputting the generated telegram to a transmitter 12c.
