PROBLEM TO BE SOLVED: To prevent generation of a water hammering by a rapid stop of water flow resulting from rapid rotation of a cylinder valve element of a valve which includes an opening for passing water provided on the cylinder valve element of a cylindrical shape and a casing on an outer side, opens and cuts off a water passage, and adjusts flow rate by rotation of the cylinder valve element. SOLUTION: The valve, which is provided with openings 30 and 28 for passing water formed on the cylinder valve element 24 and the casing 26 on an outer side, opens and cuts off the water passage, and adjusts the flow rate in accordance by the rotation of the cylinder valve element 24, includes a taper shaped part 34 which is formed on the opening 30 and has an opening width reduced toward a circumferential direction and a direction for closing the water passage. The taper shaped part 34 is formed so as to protrude from the opening 28 in a circumferential direction in a state that the water passage is fully opened.
