PROBLEM TO BE SOLVED: To prevent the occurrence of the electrification unevenness of an electrifying roller (a conductive and elastic roller) 4 due to a rotation cycle and the density irregularity of an image forming device such as 'C-setting' by an inexpensive and simple means constitution even in the case that the electrifying roller 4 is permanently deformed because the electrifying roller 4 and a body to be electrified 3 come into press-contact and are left standing over a long term in the contact electrifying device of a roller electrifying system and a DC electrifying system and the image forming device or the like using an electrifying device thereof. SOLUTION: In a voltage applying means 100 for the electrifying roller 4, the deflection width F of DC voltage applied to the electrifying roller 4 [=(the maximum value of actual output electrifying bias - the minimum value of the actual output electrifying bias)/applied electrifying bias×100] is controlled <=1(%) when a left-standing locus formed on an electrifying roller surface passes the discharge area of the body to be electrified 3 and the electrifying roller 4.
