PROBLEM TO BE SOLVED: To provide an antistatic coating composition having no temperature dependence and capable of forming a coating film having excellent antistatic performance, its coating film, and a method for inhibiting electrification. SOLUTION: This two-pack type antistatic coating composition comprises (A) a chief agent containing a polyurethane resin having one or more silanol groups in the molecule, a strongly basic tertiary amine, and an electrically conductive inorganic filler and (B) a melamine based curing agent. The resin is a reaction product of a polyisocyanate component with a polyol component, and the polyol is preferably a polycarbonate diol. The amine has a pKa of >=11, and furthermore is preferably 1,8-diazabicyclo[5.4.0]undecene-7 (DBU) or 1,6-diazabicyclo[3.4.0]nonene-5. The electrically conductive inorganic filler is preferably tin dioxide, antimony doped tin dioxide, indium oxide or a tin oxide compound oxide.
