An apparatus for localized heating has a plurality of independent electrode terminals. The current flow to the electrode terminals can be independently controlled so that the presence of a low-resistance current flow path from one of the electrode terminals does not draw undue power and present power being delivered to an electrode terminal associated with a higher resistance current flow path. Current control may be active or passive.
