PROBLEM TO BE SOLVED: To provide an artificial seaweed bed which can uniformly and efficiently make the seaweed bed in a wide area without being affected by sea states such as ship navigations, typhoons, or the like. SOLUTION: This artificial seaweed bed is obtained by arranging a plurality of ropes 3 in parallel at a prescribed distance, connecting a plurality of bars also used as weights with the ropes 3 to keep a prescribed distance, thickly attaching many wires comprising carbon fibers to the ropes 3 to form the alga- attaching base members 4 in the sites of the ropes 3, throwing the made seaweed-making tool 1 in water to flatly lay the seaweed-making tool 1 on a place near to sea bottom by the self-weight of the bars 2, and then adhering algae to the alga-attaching base members 4. Thereby, the seaweed bed can be made in the place near to the sea bottom.
