PURPOSE: A method for issuing and managing various kinds of certificates using an auxiliary storing media such as a CD, a DVD(Digital Versatile Disk) and a diskette and the Internet is provided to enable a certificate possessor to confirm the own information and receive the related document in anywhere by providing the user's information through the Internet and LAN in real time. CONSTITUTION: If the auxiliary storing media(11) is inserted in a PC drive, the interface(12) receives the information stored in the auxiliary storing media after connecting to an operating system(13) and the information is connected to a web server of an issuance organization through a connection part(14) via the Internet or LAN. The user receives various kinds of documents and the information provided from the organization through an output part and inputs various kinds of changing and requesting items through an input part. The request item is received by a receiving part, changed by an edit part and registered to a DB server.
