PROBLEM TO BE SOLVED: To suppress a shock and a shaking as much as possible when a lifting is stopped, especially to avoid disadvantages of disordering a posture of transplanting seedling by the shock and the shaking when the lifting is stopped and to improve transplanting accuracy in a transplanter such as a sulky rice transplanter operated by mounting the transplanting seedling on an operating part. SOLUTION: A sub-valve 14 for reducing a speed of lifting operation of a lifting link mechanism 2 at the vicinity to the highest position pf a planting operation part 3 is installed to a running machine 1 in the sulky rice transplanter equipped with the lifting link mechanism 2 supporting the planting operation part 3 so as to freely be lifted and lowered at the rear side of the running machine 1, a lifting cylinder 9 lifting and lowering the lifting link mechanism 2 and a lifting control valve 10 controlling hydraulic actuation of the lifting cylinder 9.
