PROBLEM TO BE SOLVED: To provide flat dies in a form rolling device in which the rotation of a material is surely conducted by relative movement of a pair of the flat dies and forming thereof can excellently be conducted when a shaft-shaped product is form rolling processed. SOLUTION: In the flat dies in a form rolling device 1 in which a shaft- shaped material A is clamped between a pair of slim pieces of flat dies 2 and 2 whose opposing faces are working faces, and these dies 2 and 2 are relatively shifted in a longitudinal direction and the material A is rotated between the both dies 2 and 2, as a result, the periphery of the material A is plastically deformed into a predetermined shape by a projection part 2c which is provided in the working face of the dies 2, an electrical discharge machining is subjected to a flat part of the working faces of the dies main bodies 2' and 2" and satin- like grip parts 2d and 2d are formed.
