PROBLEM TO BE SOLVED: To provide surface protecting materials and their manufacturing method of plugs for plug mills, capable of increasing their useful life through protecting the surface of plugs. SOLUTION: The surface protecting materials are made from coating or soaking, shaping and drying slurry on the surface of pre-formed cap-type fiber structures that can cover at least a part of plug surface. The slurry is mixed and scattered with main aggregates whose compositions are iron oxide: 10 to 80 volume %, iron powder: 1 to 60 volume %, and bentonite or montmorinite: 5 to 40 volume %, binding agents, and if necessary, improving agents and addition agents. The surface protecting materials may be formed by a process that the fiber structures are mixed with the slurry, charged into a cap-type mold, dried and released from the mold. The surface protecting materials may also be formed by a process that the fiber structures soaked with the slurry are bonded on a cap-type mold, dried and released from the mold.
