PURPOSE:To enable surface water to be taken under adjustment regardless of variations of the water levels by providing a float and an intake amount control valve on the tip of a vertical intake pipe supported rotatably in the vertical horizontal directions. CONSTITUTION:A float 10 is provided to the tip of a vertical intake pipe 8 supported in a vertically movable and rotatable manner on the bottom of a dam 1. The base of the pipe 8 is rotatably supported in a horizontally turnable manner, and an intake port 12 provided at the tip of the pipe 8 is held under the water surface 13 by the float 10. An intake control valve 22 is also provided. When the float 10 moves vertically according to the variations of the water surface 13, the pipe 8 is moved according to the vertical and turning movements and also to the horizontal movement when encoutered with earthquake, stormy weather, great tidal waves, etc. Since the depth (h) under water of the intake port 12 is constant regardless of variations of the water surface 13, water can be taken from warm water portion of the water surface 13 all the time, and the amount of water to be taken can be regulated by the control valve 22.
