PROBLEM TO BE SOLVED: To provide an image data transmitter that sets error immunity with optimum strength to image data in response to an environment of a transmission channel so as to enhance the transmission efficiency when the environment of the transmission channel is comparatively better. SOLUTION: A control section 107 references a table 108 denoting a cross- reference between an error rate and number of intra macro-blocks on the basis of the error rate represented by an error rate notice signal to instruct number of the intra macro-blocks included in one frame to a coding section 101, and the coding section 101 divides image data received in the unit of frames into macro-blocks and applies intra-coding or inter-coding to each macro-block while regulating number of the intra macro-blocks included in one frame.
