PROBLEM TO BE SOLVED: To provide a surface-modifying resin composition which can modify the surface of a base polymer into characteristics different from those of a fluorine-containing polymer. SOLUTION: This surface-modifying resin composition is characterized by adding a hydrophobic and hydrophilic copolymer having hydrophobic structural units exhibiting the hydrophobic property and hydrophilic structural units exhibiting the hydrophilic property to a base polymer.
