PROBLEM TO BE SOLVED: To provide a phosphorus-containing epoxy resin composition which shows excellent flame retardancy without containing a halogen and which can enhance the adhesive strength between each layer in a laminated board or the like. SOLUTION: The composition has a phosphorus-containing epoxy resin, which is obtained by reacting at least one of the organic phosphorus compounds represented by the formulas (1) and (2), R1-R8 of the formula (1) and R'1-R'10 of the formula (2) are a 1-6C hydrocarbon group, a substituted group directly bound to a hetero atom or a hydrogen atom; X and X' are a substituted group represented by the formulas (3) and (4) [in which at least two of R"1-R"5 of the formula (3) are a hydroxyl group; at least two of R"'1-R"'7 of the formula (4) are a hydroxyl group; others are a 1-6C hydrocarbon group, a substituted group directly bound to a hetero atom or a hydrogen atom]} with an epoxy resin containing a novolac type epoxy resin of 20 mass % or more and a curing agent as essential components. The content of a phosphorus is 0.5-4.0 mass % with respect to the total amount of the composition. A triazine-modified novolak resin constitutes a part or all of the agent.
