PURPOSE: An adapter for charging a battery of a cellular phone is provided to charge the battery of the cellular phone by using a TOP 255P IC device. CONSTITUTION: A voltage input portion(111) is used for receiving AC voltage and boosting and smoothing the AC voltage. The voltage input portion(111) has voltage booster(113), a smoothing portion(115), and a snubber circuit portion(117). A transformer(121) drops voltage of the voltage input portion(111) as much as a predetermined level and outputs the reduced voltage. A rectifier portion(141) rectifies the voltage of the transformer(121) to direct current voltage. A static current portion(161) supplies constant current to a load connected to an output terminal of an adapter. A static voltage portion(171) is connected to the rectifier portion(141). A feedback portion(151) feeds back the second voltage of the transformer(121) to a TOP 255P IC portion(131). The TOP 255P IC portion(131) is used for turning on or off the transformer(121) according to an output of the feedback portion(151).
