PROBLEM TO BE SOLVED: To obtain a base material for an IC card which eliminates the deformation of the card, improves printing performance for a thermal transfer recording medium, etc., improves the penetration of chemicals, water, etc., from a card edge and improves the durability of the card, and to provide an IC-mounted individual identifying card using it, and an IC-mounted individual identifying card manufacturing method.
