PROBLEM TO BE SOLVED: To provide a method and device for issuing secret key which the surreptitious use of a secret key in a cryptosystem using ID-NIKS by personation can be prevented. SOLUTION: In the cryptosystem using ID-NIKS, the secret key issuing device 10 of a center 1 which is a secret key issuing body registers the specific information and authentication information of entities a, b,..., z. When the entity (a) requests the center 1 to issue a secret key, the entity (a) sends its specific information and authentication information to the secret key issuing device 10, and the device 10 issues the secret key to the entity (a) when the sent authentication information is coincident with the registered authentication information. When both authentication information are not coincident with each other, the device 10 does not issue the secret key. When an entity which has not registered its authentication information in the device 10 requests the center 1 to issue a secret key and sends its specific information and authentication information to the secret key issuing device 10, the device 10 registers the sent authentication information and issues the secret key.
