<p>PROBLEM TO BE SOLVED: To provide a technology capable of highly precisely controlling the transmission rate of data, and preventing the transmission of data from being turned to be like a burst in communication utilizing a satellite line or the ground Internet. SOLUTION: A transmission rate control method for controlling the transmission rate of data comprises a step for calculating the total number of data units to be transmitted in a unit time at each transmission rate and the number of data units to be transmitted by one time data transmission, a step for reading the calculated result, and for informing a data transmitting means of the number of data units to be transmitted by one time data transmission so that the total number of data units to be transmitted in the unit time during transmitting data at a designated transmission rate can be uniformly dispersed in the total number of times of transmission per unit time, and a step for transmitting the data of the informed number of data units by the data transmitting means.</p> |
