PROBLEM TO BE SOLVED: To provide a tiling heat insulating construction method enabling short fibers in a bed mortar to be sufficiently and easily fluffed from the surface of the bed mortar and capable of sufficiently heightening the sticking strength of a tile. SOLUTION: After a heat insulating material 8 is stuck to the outer surface of a skeleton 1, mortar 11 containing short fibers is applied by a trowel to the surface of the heat insulating material 8, a net 20 is put thereon, and subsequently a second layer of mortar 12 is applied thereto by a trowel. Subsequently, a roller 30 is applied onto the mortar 12, and the short fibers 9 are fluffed up from the surface of the mortar 12. After the mortar 11, 12 are hardened, it is counterbored and an anchor bolt 40 is driven with a washer 41 into the skeleton 1 to thereby fixing a net 20 to the skeleton 1. Subsequently, bed mortar 13 is applied onto the mortar 12 by a trowel, and a tile 15 is stuck through the stuck mortar 14.
