PROBLEM TO BE SOLVED: To prevent surface dazzling and to reduce reflection while maintaining high clear transmission in a glare-proof film. SOLUTION: The glare-proof film 10 is obtained by stacking a transparent substrate film 12 and a glare-proof layer 18 and this glare-proof layer 18 is formed by blending a light transmissive resin 14 with first light transmissive fine particles having 0.5-2.0 μm particle diameter and a refractive index different from that of the light transmissive resin by 0.04-0.20 and second light transmissive fine particles having a refractive index different from that of the light transmissive resin by <=0.3 and projecting from the surface of the glare-proof layer by 0.1-0.3 μm.
