PROBLEM TO BE SOLVED: To provide a recording and reproducing device that prevents defects such as missing of signals caused in the case of overwrite recording or the like. SOLUTION: A demultiplexer circuit 2 receives an MPEG stream signal from a terminal 1 and a delay circuit 3 delays the demultiplexed video signal by a prescribed time. A multiplexer 4 receives the delayed video signal and multiplexes the signal with an audio signal (including other packet) demultiplexed by the demultiplexer circuit 2 and the synthesized signal is extracted at a terminal 5 connected to a recording system. Furthermore, a demultiplexer circuit 7 receives a signal from a reproduction system received at a terminal 6 and a delay circuit 8 delays the demultiplexed audio signal (including other packet) by a prescribed time. A multiplexer circuit 9 receives the delayed audio signal and multiplexes the signal with the video signal demultiplexed at the demultiplexer circuit 7 and the synthesized reproduced MPEG stream signal is extracted at a terminal 10.
