PROBLEM TO BE SOLVED: To provide a precursor solution having long-term stability for forming a porous silica having evenly and regularly arranged pores and applicable to optical functional material, electro functional material, and the like, and to provide a method of manufacturing the porous silica using the precursor solution. SOLUTION: To prepare the precursor solution by regulating the water content contained in the solution consisting of alkoxy silanes, a catalyst and a surfactant to 0.29 mole or less against 1 mole of alkoxy group in the alkoxy silanes. And to manufacture the porous silica having evenly and regularly arranged pores using the precursor solution thus prepared.
