PROBLEM TO BE SOLVED: To obtain voice data having good tone quality. SOLUTION: In a tap generating section 121, decoded voice data having a prescribed position relationship with target data among decoded voice data that coded data by a CELP system are decoded are extracted, I code arranged in a subframe is extracted in accordance with the position of the target data in the subframe and a prediction tap to be used in the process of a predicting section 125 is generated. A tap generating section 122 generates a class tap used in the process of a class classification section 123 in a similar manner taken by the section 121. The section 123 conducts a class classification based on the class tap and a coefficient memory 124 outputs a tap coefficient corresponding to the class classification result. The section 125 conducts a linear prediction computation by using the prediction tap and the tap coefficient and outputs decoded voice data having good tone quality.
