PROBLEM TO BE SOLVED: To provide an industrial machine providing a rotating force with utilizing energy of strong swings of a hung pendulum by the deflection of the earth's axis. SOLUTION: A pendulum rotating stand 3 having a pendulum round base 2 and an air bearing 11 fixed on a base table 8 is provided. A skater 1 having the air bearing 11 attached thereon is provided on the pendulum round base 2. A pendulum support bar 9 and a pinion support bar 10 are provided on the skater 1 and a pinion gear is fixed thereon. A transmission gear 5 moving together with the pinion gear 4 as a pair is provided. A governor 6 is connected to the transmission gear 5. A pendulum 7 is hung from the pendulum support bar 9.
