PROBLEM TO BE SOLVED: To provide a magnetic recording medium capable of giving high coercive force and having a satisfactory S/N ratio, to provide a manufacturing method therefore and to provide a magnetic recording device. SOLUTION: In the magnetic recording medium provided with a non-magnetic substrate, a seed forming layer formed directly or indirectly on the non-magnetic substrate, a metal base layer and a ferromagnetic metal layer for recording magnetic information, the seed forming layer is constituted of an alloy containing Nb or an alloy containing at least one element selected from V, Mo and W. Further, preferably the seed forming layer is alloyed with at least one element selected from Ni, Co, Fe and Cu.
