PROBLEM TO BE SOLVED: To provide a fixing belt whose flexibility is not damaged, whose releasing property is excellent, and also, whose durability and power saving performance can be improved without increasing the cost, then, which is suitable to be used in the case of forming a full color image. SOLUTION: As for the fixing belt 20, an elastic layer 22 is formed on a belt substrate 21, and a mold-released layer 24 is formed on the elastic layer 22, and unfixed toner 28 sticking to a transfer paper 6 is fixed to the transfer paper 6 by heating and pressurizing the toner, and an intermediate layer 23 whose hardness is lower than that of the mold-released layer 24, but, higher than that of the elastic layer 22 is formed between the mold-released layer 24 and the elastic layer 22, besides, the film thickness of the elastic layer 22 is >6.7 times as thick as the film thickness of the mold-released layer 24.
