摘要

PROBLEM TO BE SOLVED: To realize provision of video information with high quality even in transmission reception of a bit stream at a low bit rate. SOLUTION: A stream demultiplexer 1000 demultiplexes a before-conversion MPEG-2 bit stream at a high rate into an after-conversion MPEG-2 bit stream at a low rate and a differential bit stream resulting from coding difference information of the both, the streams are pleasantly sent/received even on a low speed transmission line, and a stream multiplexer 2000 multiplexes the before-conversion MPEG-2 bit stream and the differential bit stream so as to restore the before-conversion MPEG-2 bit stream and obtain video information with high quality.
