PROBLEM TO BE SOLVED: To provide a recording device for a recording medium which permits reproduction with the conventional reproduction-only device for videos and speech, i.e., a DVD video player. SOLUTION: This recording and reproducing device encodes video and speech signals with encoding circuits 13 and 14, accumulates the access information for obtaining the desired video and speech signals in reproduction simultaneously with recording of the video and speech encoding data to the recording medium 1 and records the access information to the recording medium 1 after ending of writing of the encoding data to the recording medium 1.
