PROBLEM TO BE SOLVED: To easily update a system program by eliminating the need to manually replace a PROM and the need to mount a tool dedicated to flash memory writing. SOLUTION: A numerical controller 10 wherein a control unit 20 on which a flash memory storing the system program is mounted and a driving device 30 are connected by a network 40 is equipped with a program management station 50 which manages the kind and version of the system program of the control unit and driving device, a means which inquires system program information of the program management station when the power source of the numeral controller is turned on, and a means which automatically downloads the system program stored at the program management station and writes it to the flash memory for system program storage when current system program information that the control unit and driving device have does not match the system program information managed by the program management station.
