PROBLEM TO BE SOLVED: To provide a semiconductor device that fixes a latch output at application of a power to any state externally or by simply operating a semiconductor chip. SOLUTION: The semiconductor device is provided with circuit elements that can supply a high level or a low level to a latch output at application of power. A logic circuit does not select either of the circuit elements so as not to act on the latch output and the operation of the other circuit element fixes the latch output to a high level or a low level at application of power. Thus, in the semiconductor device configured as above, which of the circuit elements is to be acted can easily be decided through the application of an external selection signal or the use of a selection signal generated internally.
