SOLUTION: A catalyst of a transition metal or a transition metal compound is added into a carbonaceous material for the negative electrode active materials, and after making it into the black-lead by baking it with low temperature of 1,350 deg.C to 1,700 deg.C, the excessive transition metal is removed with dissolution removal through pickling. As a result of this, the artificial black lead having the transition metal made to remain at 0.005 wt.% or 0.1 wt.%, is used. As the transition metal catalyst, a simple substance metal or a compound, an oxide, an carbide, an acetate, or the like, of Mn, Cr, Mo, or V, can be used.
