A method is provided for filling needleless injector capsules with liquid drug, which eliminates or reduces trapped air bubbles in the drug. A two-sta ge vacuum method is disclosed which enables the capsule to be evacuated rapidly to very low pressure prior to filling. The method is also suitable for filli ng other small containers with liquids.
