A system and method for placing data within a video signal comprising receiving a stream of bits and a video signal, such as but not limited to a television signal, with the video signal having one or more components each component having a gradient of levels; converting a discrete portion, such as a single bit or a plurality of the stream of bits, into a predetermined level of an associated component, that level being potentially one of a plurality of predetermined levels; and superimposing that level within the associated component of the video stream for a predetermined interval.
