A surface treating agent for a metal material, characterized as comprising the following (A), and (B) and/or (C); (A): one or more phosphates of one or more metals selected from among Zn, Fe, Mn, Ni, Co, Ca, Mg and Al which have an average particle diameter of 5 mu m or less, (B): an inorganic binder selected from among a silicon compound, a phosphorus compound, a zirconium compound and a titanium compound, (C): one or more polymer components containing one or more polymers being represented by the following formula (1) and having an average polymerization degree of 2 to 50. The surface treating agent contains no chromium and is capable of imparting excellent corrosion resistance to a metal.
