PROBLEM TO BE SOLVED: To provide equipment to remedy contaminated soils using a chlorine generating means such as a chlorine cylinder or chlorine solution as functional water, yet without causing any secondary contamination and an efficient remediation method using such equipment, as well as an improved equipment and method to decompose contamination compounds. SOLUTION: Contamination compounds are extracted in a gaseous form from the contaminated soil by suction, mixed with a chlorine-containing gas, and irradiated with light to be decomposed. The equipment and method for decomposing the contamination compounds using a bag-like container which is variable in shape and volume as a decomposition treatment vessel are also provided.
