PROBLEM TO BE SOLVED: To provide an animal excrement-treatment material having good absorbing performance and water-holding property against urine excreted by an animal, becoming blocks when coming into contact with urine, excellent in hygiene and subjectable to an incineration treatment, and whose waste is efficiently usable. SOLUTION: A granular excrement-treatment material is granules comprising a core part containing organic wastes and formed into a grain, and a coating layer part comprising fibrous wastes, a water-absorbing resin and dried matter of tea in an amount of >=0.1 wt.% and covering the core part. A method for manufacturing the granular excrement-treatment material comprises the following processes: organic wastes are crushed into pieces having particle sizes of <=5 mm; the crushed matter is formed into grains in the presence of water; on the surfaces of formed grains, a coating material comprising the fibrous wastes and the water-absorbing resin is attached to form granules; concentrated liquid of tea is allowed to permeate into the coating layer; and the granules are dried to obtain the objective granular excrement-treatment material.
