SOLUTION: A pump 3 and a gas-liquid mixing and stirring device 4 are provided on a circulating passage 5 communicating with a liquid tank 1 and a suction pipe 12 of noxious gas is provided to the gas-liquid mixing and stirring device 4, and a water supply line 8, an overflow pipe 9 and a pH meter 7 are provided on the liquid tank 1.
